Who's spending millions lobbying on PFAS drinking-water rules?

The American Chemistry Council disclosed $3.76 million in lobbying expenses in the first quarter of 2026, and H.R. 1267, the Water Systems PFAS Liability Protection Act, is explicitly listed among the bills it lobbied on that period.

H.R. 1267 would exempt water management entities from Superfund liability for PFAS releases, and it has drawn disclosed lobbying spending from both the chemical industry and the water sector.

Why this is moving now

EPA finalized maximum contaminant levels for six PFAS compounds in April 2024. In May 2026, EPA proposed extending the compliance deadline for two of them, PFOA and PFOS, to 2031, and proposed rescinding the limits on four others. The rescission docket drew 1,555 public comments before its comment period closed July 21, 2026.
