Drafts
Lobbying disclosure software that drafts LD-2 filings from your activity log
Skip the blank LD-2 form.
Apogee drafts a starting worklist for your quarterly lobbying disclosure from the bills you tracked all quarter: issue codes, a specific-issue narrative, and the bill citations to back it up. You review it, edit it, and file it yourself.

Ask for the quarter. Get a worklist.
Name the client and the quarter. Apogee pulls the tracked bills, maps the issue codes, and drafts the narrative.
How it works
One worklist per client, per quarter
The draft comes from what you already tracked in chat, not a form you fill out from scratch.
Attach a client to a folio and track the bills you work on all quarter. Every folio tied to that client feeds the draft, so nothing needs to be re-entered at filing time.
"Draft our Q3 LD-2 for [client]." Apogee narrows to bills with logged activity in that quarter. If nothing was logged in-quarter, it falls back to every bill currently tracked for the client and says so plainly, instead of quietly guessing.
Each tracked bill is mapped to the closest LDA general issue code, with low-confidence matches flagged for you to correct. A specific-issue narrative is drafted from what was tracked, worded as a starting statement for you to edit into your own words.
The worklist saves as a draft in your Library that you can export. Ask again for the same client and quarter and it updates the same draft instead of creating a duplicate. You file it with the Clerk of the House or the Secretary of the Senate, under your own signature.
Lobbying disclosure basics
Who files what under the Lobbying Disclosure Act
Federal lobbying disclosure is built around three reports. The Lobbying Disclosure Act sets the rules, and the Clerk of the House and the Secretary of the Senate receive the filings. This is a plain-language summary, not legal advice.
| Report | What it is | Who files | When |
|---|---|---|---|
| LD-1 | Registration | The lobbying firm, or the organization with in-house lobbyists, once its lobbying activity crosses the registration thresholds | Within 45 days of the first lobbying contact or of being employed or retained to make one, whichever is earlier |
| LD-2 | Quarterly activity report: issues lobbied, bills, income or expenses, and lobbyists | Each registrant, for each client | No later than 20 days after the end of each quarter: April 20, July 20, October 20, and January 20 |
| LD-203 | Semiannual contributions report | Each registrant and each individual lobbyist listed on an LD-2 | July 30 for January through June, January 30 for July through December |
Under the Act, a deadline that is not a business day moves to the next business day. Thresholds and details change, so confirm current rules with the Clerk of the House, the Secretary of the Senate, or counsel.
What a draft LD-2 worklist contains
The draft is built from what you tracked and logged during the quarter, so the filing starts from your own record instead of a blank form.
- General issue codes mapped from each tracked bill, with low-confidence matches flagged
- A specific-issue narrative drafted from tracked activity, worded for you to edit into your own words
- The bill citations behind each line, so every entry can be traced back
- A plain note when no activity was logged in the quarter and the draft fell back to currently tracked bills
The move to LDA.gov
The House lobbying disclosure site has posted a notice that, beginning July 31, 2026, it is unavailable except for downloading ZIP files, and it tells users to start using LDA.gov, including to update saved links and systems that use its REST API. Confirm the current filing instructions with the Clerk of the House and the Secretary of the Senate before each filing.
Review and audit trail
Drafts save in your Library, and asking again for the same client and quarter updates the same draft. A fuller review and approval trail, covering who changed what and who signed off internally before filing, is a solution scoped with your team and built on the Apogee core.

Not legal advice, and never a filing
The draft is a starting point built from what you tracked, not a compliance determination. Apogee does not decide whether you meet LDA registration or reporting thresholds, and it never submits anything to the Clerk of the House or Secretary of the Senate on your behalf. Read every line before you file it under your own signature.
Beyond the LD-2
The same conversation drafts the rest of the file

Appropriations Advocacy
Report language, funding request letters, written testimony, and one-pagers, following the verb hierarchy and offset conventions committees expect.

Formal public comments with docket references and provision-by-provision analysis, coalition sign-on letters, and comment-extension requests.
Congressional Oversight
Oversight request letters, Inspector General complaints, and FOIA requests, formatted to the conventions those offices actually read.

What is an LD-2 report?
The LD-2 is the quarterly report a registered lobbyist or lobbying firm files under the Lobbying Disclosure Act. It lists the issues lobbied, the bills, the income or expenses, and the lobbyists who worked on each client.
When is the LD-2 due?
No later than 20 days after the end of each quarter, which gives April 20, July 20, October 20, and January 20. Under the Act, a deadline that is not a business day moves to the next business day.
What is an LD-203 report?
The LD-203 is the semiannual contributions report. Each registrant and each individual lobbyist listed on an LD-2 files one, due 30 days after the end of each half-year period, which gives July 30 for January through June and January 30 for July through December.
Does Apogee file the LD-2?
No. Apogee drafts a starting worklist from the bills you tracked. You review and edit every line and file it yourself under your own signature.
Is the draft legal advice or a compliance determination?
No. The draft is a starting point built from what you tracked. Confirm registration and reporting duties with the filing offices or a qualified attorney.
Can the draft cover LD-203 or state filings?
The draft today is the LD-2 worklist. LD-203 support, state-by-state filings, and an approval trail are solutions scoped with your team on a call, built on the Apogee core, and delivered with a subscription.
Not legal advice. Apogee does not decide whether you meet registration or reporting thresholds and never submits anything to the Clerk of the House or the Secretary of the Senate on your behalf.
